The Industrial Training Institute, Raiganj was established by Government of West Bengal in 1973 to ensure a steady flow of skilled workers in different trades under Craftsman Training Scheme (CTS) for the domestic industry to raise qualitatively and quantitatively the industrial production by systematic training to reduce unemployment among the unemployed youth by providing them employable training and to cultivate and to nurture a technical and industrial attitude in the younger generation in line with The Craftsman Training Scheme that was introduced by government of India early in 1950. The scheme, most important in the field of vocational training, has been shaping Craftsmen to meet the existing as well as future manpower need, through the broad network of other institutes established in the state by the Government.


The government of India transferred the administration of ITIs to the State Government, while retaining the functions of co-ordinating Craftsman Training and laying down the training policy with it and the Director General of Training is looking after these functions. This decision has further accentuated the need for central agency for assisting or advising the Central Government in the discharge of responsibilities regarding Craftsman Training. It has accordingly been decided in consultation with the State Government to set-up a National Council for Vocational Training. Accordingly, with a view to ensure and maintain uniformity in the standards of training all over the country, the National Council for Vocational Training, an advisory body, was set-up by the Government of India in the year 1956. The council has since been entrusted with responsibilities of prescribing the standards and curricula for Craftsman Training, Advising the Government of India on the overall policy and programme, conducting All India Trade Test and awarding National Trade Certificate. The National Council is chaired by Minister of Skill Development & Entrepreneurship with members representing Central and State Government departments, employers and worker's organization, professional and learned bodies, AICTE, Scheduled Cast and Scheduled Tribe, All India Women Organization etc. It is essential for all ITIs/ITCs to get affiliated to NCVT in each trade / unit before admitting the trainees.


The Institute as over the several decades developed into one of the best ITIs of the region with excellent training being imparted in 13 different trades and 18 units under Craftsman Training Scheme (CTS). Comprising 13 different trades of 2 & 4 semester courses, ITI Raiganj is capable to impart training to a total no. of 412 trainees in 18 units.

The Institute’s campus is spreaded over 10.65 acres (43,099.02 sq. m) having fully fledged infrastructure like independent trade workshops, classrooms, material store, hostel, playgrounds, staff quarters, 250 kVA indoor substation etc.

The Institute has approximately 74% un-utilized area that ensures open space and prospect for further expansion, if required.

This Institute was selected for up-gradation under “Up-gradation of 1396 Government ITIs through Public Private Partnership” and establishment of Centre of Excellence in the Food Processing Sector by the Ministry of Labour, Govt. of India in F.Y. 2008-2009 in order to bridge the large gap between the skills that the industries require and the skills the candidates acquire at Industrial Training Institutes due to some major deficiencies like rigid training structure, inadequate vocational instructors, lack of modern equipments and machinery and weak linkage with the industry. Accordingly an Institute Management Committee (IMC) was formed. Till day, 7 (seven) batches of BBBT and 4 (four) batches of Advanced Modules have completed their terms successfully. In 2015 all BBBT modules have been converted to 3 CTS trades with twin units each. Though not all; however, a large number of passed-out trainees have secured placements in industries already.

The sole objective of the scheme and IMC thereof is to improve the employment outcomes of graduates from the vocational training system, by making design and delivery of training more demand responsive.

To fulfill this objective the IMC had to

  •   Start BBBT and advance modules in food processing sector.
  •   Set up well-equipped laboratory for food processing trainees.
  •   Set up a computer lab with computer aided design and drawing (CADD) facility.
  •   Set up workshops with modern equipments & machineries.
  •   Provide assistance for placements to pass out trainees.
  •   Ensure active participation of its industry partner.
  •   Up-gradation of existing trades.
  •   Introduction of new trades.

The IMC has succeeded accomplishing the following jobs in order to achieve its objectives.

  •   Completed civil construction of 6 numbers of Food Processing Workshops.
  •   Completed procurement of prescribed and necessary furniture for classrooms, laboratories and its office etc.
  •   Completed fully fledged set up for its Microbiology Lab.
  •   Procured and installed prescribed & necessary tools-equipments-machineries for all BBBT modules (now CTS).
  •   Arranging industrial visits for its trainees on a regular basis.
  •   Procured a considerable number of text and reference books for its library.
  •   Completed set up of a Bakery and confectionary workshop with modern equipments and machineries intended to earn revenue besides providing on job training.
  •   Completed plumbing & electrical work of workshops.
  •   Installed a 200 kg/h Non IBR Boiler with steam lines and necessary equipments for operating different equipments in workshops.
  •   Has ensured continuous supply of training materials and consumables for uninterrupted training.
  •   Engaged faculties and continued paying their remuneration for uninterrupted training until sanction made from State Fund in 2015.
  •   Had set up a computer lab for different trades facilitated with CADD.
  •   Arranged to place the trainees in industries. Also, a fair number of trainees were sponsored for apprenticeship training in different establishments during the same period.
  •   Accord of approval for affiliation of 6 BBBT modules (now CTS) running under Food Processing Sector (COE) made by DGE&T w.e.f. 08-09-2014 for 5 years
  •   For re-affiliation of 9 existing trades the follow actions have been taken :
  •   Procurement of requisite Machinery/ Equipment/ Instrument/ Hand Tools etc. through e-Tender.
  •   Procurement of requisite furniture etc. from WBSIDC Ltd.
  •   Procurement of Computer etc. from WEBEL and through e-Tender.
  •   Completed construction of Students’ Common Room for male and female trainees under BADP project.
  •   Arranging civil & electrical maintenance in regular basis for uninterrupted training.
  •   Enhanced power contract demand to 250 kVA from 80 kVA in order to meet power orms necessary by DGT for all trades.
  •   Installed 3 new submersible pumps to supplement increasing water demand.

The IMC has ideated to develop a sustainable system that should generate a fair amount of revenue to repay its loan and to meet the recurring and day-to-day expenses to run the scheme, as well.

  •   To start with, the IMC had firm plan to engage an entrepreneur in Bakery & Confectionery unit. But, couldn’t made progress further for want of competent and interested entrepreneur despite its sincere effort put. However, the IMC is still hopeful to accomplish it. IMC is currently in process of preliminary discussion with a few potential entrepreneurs.
  •   Also, the IMC has planned to start paid short term vocational courses’ in CADD utilising the available CADD laboratory.
  •   IMC may introduce Modular Employable Skill (MES) training in different sectors under SDIS according to the decision made by NSC in its 8th meeting on 17-06-2014.
  •   IMC had successfully completed imparting a customised short term training program in ‘Domestic Plumbing and Sanitation’ on demand of WEBCON to a batch of trainees in early 2012. Similar programs in different sectors may also be facilitated in future.
  •   Action has been taken for re-affiliation of existing CTS trades those which have completed 5 years since their date of expiry of last affiliation.
  •   Also, the IMC is generating revenue out of tuition fee collected from the trainees admitted under IMC quota.
  •   IMC had performed third party inspection works earlier (FY 2012-2013 & 2013-14) in respect of Border Area Development Projects (BADP) assigned by the DM of Uttar Dinajpur.
  • IMC had again awarded contract to perform such work for F.Y. 2014-15 and 2015-16 which will help IMC earning a handsome revenue in future.
  •   IMC may pursue establishing a certified food quality and test lab in the Institute and offer its professional service.
  • A vision plan has lately been submitted to the Director of Industrial Training, W.B. comprising the following points in order to ensure a common minimum infrastructure among all Govt. ITIs

      Works/jobs completed

    • 1. Heavy duty tiles at floor with matching wall tiles up to a height of 6 ft. for Principal’s room with air conditioning facility.
    • 2. Improved drainage system throughout the campus.
    • 3. ISO 29990:2010 Learning services for non-formal education and training -- Basic requirements for service providers.

      Proposals submitted to the Directorate

    • 1. Execution and maintenance of electrical works like wiring, fitting & accessories at different workshops etc. In order to facilitate connections for upcoming equipments and machineries.

      Works/jobs to be taken (Request for inspection and submission of estimate already placed before competent authority)

      • 1. Granite (Black) finished front gate having metallic letter finished board showing Institute’s name and address.
      • 2. Provision of separate ladies toilet with sanitary napkin vending machine and incinerator.
      • 3. Heavy duty tiles at floor with matching wall tiles up to a height of 6 ft. for each computer laboratory with air conditioning facility.
      • 4. Heavy duty tiles at floor with matching wall tiles up to 6 ft. for each ladies toilet, gent’s toilet, class rooms and corridors.
      • 5. Complete modern concealed wiring replacing old wiring.
      • 6. Sufficient/adequate drinking water facility (water purifier – UV or any basic technology based).
      • 7. Separate boundary wall for the whole campus.
      • 8. Mosquito nets in all the rooms and workshops.
      • 9. Fire extinguisher/fire fighting system including displaying fire signage or evacuation plan.
      • 10. Ramp/slopes for providing barrier-free environment for the differently-abled persons.
      • 11. Linguistic lab.
      • 12. Rain water Harvesting.
      • 13. Solar power utilization.

    Also the Institute has been assessed by CRISIL for 43 grading parameters set by NCVT for awarding rating followed by submission of feedback on self-assessment done by the Institute itself. The score of rating is yet to be awarded.
